કેન્દ્ર સરકારે અસંગઠિત ક્ષેત્રમાં કામ કરતા લોકો માટે ઈ-શ્રમ પોર્ટલ શરૂ કર્યું છે. આ પોર્ટલ પર કામદારો તેમના કાર્ડ બનાવી શકે છે. આ કાર્ડ ધારકોને સરકાર તરફથી મદદ આપવામાં આવશે અને તેમને સરકારી યોજનાઓનો લાભ પણ મળશે. અહીં દેશના દરેક કામદારનો રેકોર્ડ હશે. કરોડો કામદારોને નવી ઓળખ મળશે. તો ચાલો જાણીએ ઈ-શ્રમ પોર્ટલ અને ઈ-શ્રમ કાર્ડ કેવી રીતે બનાવવું અને તેના ફાયદાઓ વિશે સંપુર્ણ માહિતી.

ઈ-શ્રમ પોર્ટલ શું છે (e-SHRAM Portal )

ઇ-શ્રમ પોર્ટલ અસંગઠિત ક્ષેત્રના લગભગ 38 કરોડ મજૂરોને બાર (૧૨) અંકનો યુનિવર્સલ એકાઉન્ટ નંબર (UAN) અને ઇ-શ્રમ કાર્ડ આપશે, જે દેશભરમાં માન્ય રહેશે. ઇ-શ્રમ કાર્ડ દેશના કરોડો અસંગઠિત કામદારોને નવી ઓળખ આપશે. સ્થળાંતર કામદારોને ટ્રેક કરવામાં પણ મદદ મળશે. મજૂરોનો ડેટા અને માહિતી એકત્રિત કરવામાં આવશે. સરકાર વતી, દેશના તમામ કામદારોને ઓળખ કાર્ડ અને આધાર કાર્ડની તર્જ પર તેમના કામના આધારે કેટેગરીમાં વહેંચવામાં આવશે. આના માધ્યમથી તેમને સરકારી યોજનાઓનો લાભ મળશે તેમજ રોજગારીમાં પણ મદદ મળશે.

2 લાખના મફત આકસ્મિક વીમાની સુવિધા

જો કોઈ કામદાર ઈ-શ્રમ પોર્ટલ પર નોંધણી કરાવે છે, તો તેને 2 લાખ રૂપિયાના આકસ્મિક વીમાનો લાભ મળશે. જેમાં સરકાર દ્વારા એક વર્ષનું પ્રીમિયમ આપવામાં આવશે. જો રજિસ્ટર્ડ કામદાર અકસ્માતનો ભોગ બને છે, તો તેના મૃત્યુ અથવા સંપૂર્ણ અપંગતાના કિસ્સામાં, તે 2 લાખ રૂપિયાનો હકદાર રહેશે. તે જ સમયે, અંશત રૂપથી વિકલાંગોને વીમા યોજના હેઠળ એક લાખ રૂપિયા આપવામાં આવશે.

e-SHRAM કાર્ડ માટે નોંધણી કેવી રીતે કરવી? (ઈ-શ્રમ પોર્ટલ પર કેવી રીતે નોંધણી કરવી)

• પગલું 1. કોઈપણ ઇન્ટરનેટ બ્રાઉઝરના સર્ચ બારમાં, ઇ-શ્રમ પોર્ટલ પેજનું સત્તાવાર વેબ એડ્રેસ -https://www.eshram.gov.in/ ટાઈપ કરો.
• પગલું- 2. તે પછી હોમપેજ પર, “ઈ-શ્રમ પર નોંધણી કરો” પર લિંક કરો.
• પગલું -3. તે પછી સ્વ નોંધણી https://register.eshram.gov.in/#/user/self પર ક્લિક કરો.
• પગલું -4. સ્વ-નોંધણી પર, વપરાશકર્તાએ પોતાનો આધાર લિંક કરેલ મોબાઇલ નંબર દાખલ કરવો પડશે.
• પગલું -5. કેપ્ચા દાખલ કરો અને તેઓ કર્મચારી ભવિષ્ય નિધિ સંગઠન (EPFO) અથવા કર્મચારી રાજ્ય વીમા નિગમ (ESIC) વિકલ્પના સભ્ય છે કે કેમ તે પસંદ કરો અને મોકલો OTP પર ક્લિક કરો.
• પગલું -6. આ પછી, નોંધણી પ્રક્રિયા પૂર્ણ કરવા માટે બેંક ખાતાની વિગતો વગેરે દાખલ કરો અને આગળની પ્રક્રિયાને અનુસરો.

આધાર સાથે જોડાયેલ મોબાઇલ નંબર ન હોય તો પણ કામદારો મફત નોંધણીનો લાભ લઇ શકે છે. Eshram.gov.in પર આપવામાં આવેલી માહિતી મુજબ, તેઓ નજીકના CSC ની મુલાકાત લઈ શકે છે અને બાયોમેટ્રિક પ્રમાણીકરણ પ્રક્રિયા દ્વારા નોંધણી કરાવી શકે છે.

આ લોકો નહીં લઈ શકે ઈ-શ્રમ કાર્ડ

ઈ-શ્રમ કાર્ડ અસંગઠિત ક્ષેત્રના કારીગરો માટે છે. જેથી ઈપીએફઓ કે ઈએસઆઈસીના મેમ્બર ઈ-શ્રમ પોર્ટલ પર રજિસ્ટ્રેશન નહીં કરી શકે. કોઈપણ કારીગર જે ગૃહ આધારિત કારીગર, સેલ્ફ એમ્પ્લોયડ કારીગર કે અસંગઠિત ક્ષેત્રમાં કાર્યરત વેતન મેળવતો કારીગર છે અને ઈએસઆઈસી કે ઈપીએફઓનો સભ્ય નથી, તેને અસંગઠિત કારીગર કહેવાય છે. અસંગઠિત ક્ષેત્રમાં એવા વ્યવસાયો/એકમો સામેલ છે જે વસ્તુઓ/સેવાઓના ઉત્પાદન/વેચાણ વગેરેનું કામ કરે છે અને 10થી ઓછા કારીગરો રાખે છે. આ એકમો ઈએમઆઈસી અને ઈપીએફઓ અંતર્ગત કવર નથી. અસંગઠિત કારીગર તરીકે ઈ-શ્રમ પોર્ટલ પર રજિસ્ટ્રેશન માટે આવકનો કોઈ માપદંડ નથી. જોકે, તે ટેક્સપેયર ન હોવો જોઈએ.

શ્રમિકનું મૃત્યુ થવા પર કઈ પ્રોસેસ ફોલો કરવાની રહેશે

રજિસ્ટર્ડ કારીગરનું મૃત્યુ થવાની સ્થિતિમાં કારીગરના નોમિની બનાવાયેલા વ્યક્તિ કે પરિવારના સભ્યએ સંબંધિત દસ્તાવેજોની સાથે ઈ-શ્રમ પોર્ટલ/સીએસસી પર દાવો કરવાનો રહેશે. તે પોતાની સંબંધિત બેંકો સાથે સંપર્ક કરી શકે છે. 60 વર્ષની ઉંમર પછી કારીગરે કોઈ કાર્યવાહીની જરૂર નથી. ઈ-શ્રમ પરિયોજના અંતર્ગત તેને સત્તાવાર લાભ મળતો રહેશે.

ટ્રેક્ટર સહાય યોજનાની વિગતવાર માહિતી

 

વર્ષ ૨૦૧૦-૧૧ સુધી ખેડુતોને ટ્રેક્ટર ખરીદીમાં સહાય માટેની રાજ્યમાં કેન્દ્ર પુરુસ્કૃત યોજના અમલમાં હતી. ટ્રેક્ટર સહાય યોજનાની અગત્યતાને ધ્યાનમાં રાખી રાજ્ય સરકારશ્રીની ફાર્મ મીકેનાઇઝેશન વધારવાની કટીબધ્ધતા અને ખેડુત સમાજ તરફથી માંગને પોહચી વળવા રાજ્યની પ્લાન યોજના હેઠળ એ.જી.આર. ૫૦ ટ્રેક્ટર સહાયની યોજના વર્ષ ૨૦૧૧-૧૨ થી ગુજરાત રાજ્યમાં શરૂ કરવામાં આવેલ છે.

ટ્રેક્ટરની જે તે મોડલની કિંમત સમગ્ર રાજ્યમાં અલગ અલગ હતી. પરીણામે નાના સિમાંત ખેડુતો કે જે નેગોશીએશન કરી શકતા ન હતા, તેઓને પ્રમાણમાં વધારે કિંમત ચુકવવી પડતી હતી. જેથી રાજ્ય સરકારશ્રીએ ટ્રેક્ટરનું જે તે મોડેલ સમગ્ર રાજ્યમાં એકજ કિંમતે અને સ્પર્ધાત્મક ભાવો સાથે તમામ ખેડૂતોને ઉપલબ્ધ બને તે માટે વર્ષ ૨૦૧૪-૧૫થી ટ્રેક્ટરની કંપનીઓના મોડેલને એમ્પેનલમેન્ટ કરવામાં આવ્યું

પીએમ કિસાન ટેકટર યોજના 2021 યોજનાનો લાભ કોણ લઇ શકે :

• રાજયનો કોઇ પણ ખેડૂત આ યોજનાનો લાભ લઇ શકે છે.
• ખાતા દ્વારા એમ્પેનલ થયેલ કંપનીનું એમ્પેનલ થયેલ મોડલ ખરીદીવાનું રહે છે.

યોજનાના લાભ

• ફાર્મ મીકેનાઇઝેશનનો વ્યાપ વધારવામાં અને ફાર્મ પાવર અવેલેવીલીટી વધારવામાં ટ્રેક્ટરએ અગત્યનું સાધન છે. પાવર સંચાલીત ઓજારો રાજ્યમાં ખેડુતો અપનાવે તે માટે ટ્રેક્ટર હોવું આવશ્યક છે તેથી નીચે મુજબ ટ્રેક્ટર ખરીદી માટે સહાય આપવામાં આવે છે.
• ૪૦ પી.ટી.ઓ હોર્સ પાવર સુધીના મોડેલના ખર્ચના ૨૫% અથવા રૂ. ૪૫૦૦૦/- ની મર્યાદમાં બે માંથી જે ઓછુ હોય તે સરકાર માન્ય મોડેલ. ખાતા દીઠ વધુમાં વધુ એક માટે
• ૪૦ પી.ટી.ઓ હોર્સ પાવરથી વધુ અને ૬૦ પી.ટી.ઓ હોર્સ પાવર સુધીના મોડેલના ખર્ચના ૨૫% અથવા રૂ. ૬૦૦૦૦/- ની મર્યાદમાં બે માંથી જે ઓછુ હોય તે સરકાર માન્ય મોડેલ. ખાતા દીઠ વધુમાં વધુ એક માટે

લારી-ગલ્લાવાળાઓને સરકાર દ્વારા પી.એમ. સ્વનિધી સહાય લોન

વાસ્તવમાં કોવિડ-૧૯ની સમસ્યાના લીધે મોટા ઉદ્યોગથી લઇને કાયમી મજૂરી કરનારાઓ પ્રભાવિત થયા છે. ઉદ્યોગ તથા ધંધા ફરીથી પ્રારંભ થઇ ગયા છે. પણ મોટા ભાગે એવા વ્યક્તિઓ છે જે રેકડી તથા પાનના ગલ્લા લગાવીને પોતાના કુટુંબનું ગુજરાન ચલાવતા હતા. તેમનો વેપાર પ્રારંભ નથી થઇ શક્યો. લોકડાઉનના પ્રભાવને લીધે રેકડી તથા પાનના ગલ્લાવાળાઓને ફરીથી વેપારનો આરંભ કરવા માટે મોદી સરકારએ સ્વનિધિ યોજના હેઠળ પૈસા આપી રહી છે. પી.એમ. સ્વનિધિ યોજના પ્રારંભ થવાથી માર્ગ પર લારી લગાવીને પોતાનો વેપાર કરતા વ્યક્તિઓ વચ્ચે ઉત્સાહ દેખાઈ રહ્યો છે.

કોરોના મહામારીના સંક્રમણને રોકવા માટે લગાવવામાં આવેલા દેશવ્યાપી લોકડાઉનના કારણે લોકોના વ્યવસાયને ખુબ નુકશાન થયું.

ભારત સરકારે એક વર્ષની મુદ્દતની રૂ. 10,000/- સુધીની બાયંધરીમુક્ત કાર્યકારી મૂડીગત લોનની સુવિધા આપવા પીએમ સ્વનિધિ યોજના શરૂ કરી છે. આ યોજના અંતર્ગત આશરે 50 લાખ શેરી વિક્રેતાઓને લોન આપવાનો ઉદ્દેશ છે, જેથી તેઓ તેમનો વ્યવસાય ફરી શરૂ કરી શકે. તેમને લોનની ચુકવણી માટે પ્રોત્સાહન આપવા વ્યાજની સહાય (વર્ષદીઠ 7 ટકા) અને ડિજિટલ વ્યવહારો હાથ ધરવા માટે કેશ બેક (દર વર્ષે રૂ. 1,200/- સુધી) સ્વરૂપે પ્રોત્સાહન આપવામાં આવશે. 24 ટકા વાર્ષિક વ્યાજ પર 10000 રૂપિયાના લોન માટે વ્યાજ સબસીડી પ્રભાવી રૂપે કુલ વ્યાજના 30 ટકા જેટલી થાય છે.

એટલે શેરી વિક્રેતાઓને વ્યાજની ચુકવણી નહીં કરવી પડે. એટલું જ નહીં જો તેઓ સમયસર લોન ચુકવશે તથા લોન મેળવવા અને ચુકવણી માટે ડિજિટલ વ્યવહારોનો ઉપયોગ કરે તો લોનની રકમ પર સબસિડી મેળવશે. આ યોજના વહેલા કે સમયસર પુનઃચુકવણી પર ફરી લોન મળવાની શક્યતા વધારે છે. ભારતીય લઘુ ઉદ્યોગ વિકાસ બેંક (સિડબી) સાથે લોનની પ્રક્રિયા 02 જુલાઈ, 2020થી આઇટી પ્લેટફોર્મ “પીએમ સ્વનિધિ” દ્વારા શરૂ થઈ છે, જે યોજનાનું સંચાલન કરવા માટેની અમલીકરણ સંસ્થા છે

ત્યાર પછી એ વેપારીઓને સમર્થન આપવા માટે જૂન 2020ના રોજ pm svanidhi yojana શરુ કરવામાં આવી હતી. એનું લક્ષ્‍ય સસ્તા વ્યાજના દર પર સ્ટ્રીટ ફેરીવાળાને લોન ઉપલબ્ધ કરાવવી અને ફેરી વાળાને આત્મનિર્ભર બનાવવાનો અવસર પ્રદાન કરવું.

શું છે પીએમ સ્વનિધિ યોજના ?

જણાવી દઈએ કે pm svanidhi yojana યોજના હેઠળ 10 હજાર રૂપિયા સુધીનું કોલેટરલ ફ્રી લોન આપી શકાય છે. એનાથી સ્ટ્રીટ વેન્ડર્સ અમાઉન્ટને મૂડી તરીકે ઉપયોગ કરી શકાય છે અને આ 10 હજાર રૂપિયા એમના માટે ખુબ ફાયદાકારક હશે. એનાથી ફરી વેન્ડર્સને પોતાનો વ્યવસાય શરુ કરવામાં મદદ મળશે.

યોજનાનો લાભ કોણ લઈ શકે :

કોઈપણ વ્યક્તિ જે શાકભાજી, ફળો, ખાવા માટે તૈયાર સ્ટ્રીટ ફૂડ, ચા, ડમ્પલિંગ, બ્રેડ, ઇંડા, કાપડ, કારીગર ઉત્પાદનો, પુસ્તકો / સ્ટેશનરી. શેરી વિક્રેતાઓ દ્વારા આપવામાં આવતી સેવાઓમાં બાર્બર શોપ, મોચી, પાન શોપ્સ, લોન્ડ્રી સેવાઓ વગેરેનો સમાવેશ થાય છે.

લોન માટેની શરતો શું છે ?

જો કોઈ લાભાર્થી નિયમિતપણે સમયસર લોનની ચૂકવણી કરે છે, તો તેને વાર્ષિક સાત ટકાના દરે વ્યાજ સબસિડી મળે છે. ઉપરાંત, જો કોઈ લાભાર્થી લોનની ચુકવણી માટે ડિજિટલ ટ્રાન્ઝેક્શન કરે છે તો તેને વર્ષમાં 1200 રૂપિયાનું કેશબેક આપવામાં આવે છે. ઉપરાંત, સમયસર ચુકવણી પર લાભાર્થી ફરીથી લોન માટે અરજી કરી શકે છે. આમાંથી 19.6 લાખ અરજીઓ મંજૂર કરવામાં આવી છે. જ્યારે 14.6 લાખ લોકોને લોન આપવામાં આવી છે

દેશની સૌથી મોટી લોન આપવા વાળી બેંક State Bank of india પર પીએમ સ્વનિધિ યોજના હેઠળ લોન લેવા માટે 9.9 ટકા વ્યાજ દર લેવામાં આવે છે. તે જ સમયે પંજાબ નેશનલ બેંક (PNB) નો વ્યાજ દર થોડો ઓછો છે એટલે કે 6.9 ટકા અને યુનિયન બેંક ઓફ ઇન્ડિયા 7.3 ટકા વ્યાજ દરે લોન આપે છે. બીજી બાજુ, પીએમ સ્વનિધિ યોજના હેઠળ યુકો બેંક પાસેથી લોન લેવા પર 8.5 ટકા વ્યાજ દર લેવામાં આવે છે. ઉપરાંત, ઇન્ડિયન ઓવરસીઝ બેંક 8.1 ટકાના વ્યાજ દરે લોન આપે છે.

ई-श्रम कार्ड में 12 अंकों एक स्थायी यूनिवर्सल अकाउंट नंबर UAN होगा जो देश के हर कोने में वैध रहेगा। यह ई श्रम पोर्टल पर पंजीकृत हर एक श्रमिक को जारी होगा। इसकी सहायता से पंजीकृत श्रमिक केंद्र और राज्य सरकारी योजनाओं के लाभ ले सकते है। ई-श्रम कार्ड से जुड़ी किसी भी प्रकार की सहायता के लिए 14434 पर फ़ोन करे। श्रमिकों की योजनाओं का लाभ लेने के लिए अनऑर्गनाइज्ड कार्य क्षेत्र के 38 करोड़ लोग ये कार्ड बनवा सकेंगे। सरकार श्रमिकों के लिए कई योजनाएं शुरू करेगी, जिसका लाभ सीधे पंजीकृत श्रमिकों को दिया जाएगा।

भारत सरकार ने असंगठित क्षेत्र के श्रमिकों और मजदूरों के कल्याण के लिए ई-श्रम पोर्टल (e SHRAM Portal) योजना नाम से एक नई योजना शुरू की है। भारत के श्रम और रोजगार मंत्रालय ने असंगठित क्षेत्र के मजदूरों और श्रमिकों के बारे में सभी जानकारी और डेटा को ट्रैक और एकत्र करने के लिए ई-श्रम पोर्टल शुरू किया है। एकत्रित डेटा का उपयोग नई योजनाओं को शुरू करने, नई नीतियां बनाने, असंगठित क्षेत्र के श्रमिकों और मजदूरों के लिए अधिक रोजगार के अवसर पैदा करने के लिए किया जाएगा। श्रम और रोजगार मंत्रालय ईश्रम पोर्टल के लिए आवेदन करने वालों के लिए विशिष्ट पहचान संख्या (यूएएन) कार्ड (UAN E Shramik Card) प्रदान करेगा। उम्मीदवार आधार कार्ड से जुड़े मोबाइल नंबर का उपयोग करके ई-श्रम पोर्टल पर स्व-पंजीकरण भी कर सकते हैं। उम्मीदवार जो ई-श्रम पोर्टल के लिए आवेदन करना चाहते हैं, वे सीएससी सेवा केंद्र से आवेदन कर सकते हैं।
